City of Chicago Unit II: Contract Negotiations Update

We had our last bargaining session on February 21, 2020. Management came with what they thought was a comprehensive proposal that addresses some of our issues but not nearly enough, in addition to the take backs that they want.

  • They moved on the money and benefits offering us the same 10.5% over five years that all the other city unions negotiated retroactive to January 1, 2018.
  • They made some movement on providing some protection for our hourly TCA’s who have no rights to grievance process in the CBA.
  • The city has agreed to adding 40 new full-time TCA positions.
  • All part time employees will have sick time accrued retroactive to January 1, 2018, earned at 1 hour of sick time for every 40 hours worked to a maximum of 40 hours per year.

There are some take backs that the City is asking for and we are holding strong against. They include;

  • How Compensatory time is earned, they no longer want us to earn com time on overtime hours, only holidays and hours under 40. All other unions have agreed and we are the last holdouts.
  • Change our Crossing Guard units from police district seniority to Branch area seniority.
  • Change crossing guards from receiving IOD pay and have them only receive workman’s comp.
  • Remove the Marriage leave benefit for those who came from police department.
  • Change the notice of Complaint language to only outside complaint has to follow the 10-day rule.

The City has made some movement on our sister local IBEW 21 including major issues like equal work for equal pay and trainer positions.

We still have outstanding issues with regrades, which the city has flatly denied. Uniform allowance, which again the city has denied. We are also looking for language for a Training Position for our Aviation Police officers, which they have denied, but we are still working on issue.

We are getting closer, but still no cigar. We will be going back to the table in a few weeks, and hopefully we can get it done. It is long overdue. Thank you for your patience, as we must stay strong together to win for our members.
